0

The Mediterranean Citizens’ Assembly Foundation (FACM) held its IX meeting in Valencia from November 11 to 14, 2021, placing the situation of millions of Mediterranean citizens at the center of the international political agenda, a decade after the “Mediterranean springs”. The proposals of this meeting, in which citizens from twenty Mediterranean countries participated, will be widely disseminated among the main Euro-Mediterranean institutions.
On this occasion, under the title “From a divided Mediterranean to a shared Mediterranean: a decade of citizen resistance”, a major interdisciplinary debate was organized on the situation in the different Mediterranean countries.
The participants, together with specialists, public institutions and civil society representatives, took stock of the citizen movements known as “Mediterranean Springs” and their attempt to evolve towards more just, democratic, sustainable and cohesive societies.
The new perspectives derived from the Covid-19 pandemic and its negative effects on the population, the economy and society were also examined.
We are pleased to share with you the memory of this meeting, which contains the conclusions and recommendations of the four agoras and the contributions of the institutional representatives who participated in the event.
Diagnoses and proposals on the future of the peoples of the Mediterranean, based on knowledge of the realities of our region. We seek a common future of Mediterranean integration, in all its diversity, with our citizenship, for a dignified, humane and united Mediterranean.

The Mediterranean Citizens Assembly Foundation (MCAF) is a network that promotes dialogue, proposals and action, as well as respect for cultural and environmental diversity in the Mediterranean. Its essential vocation is to strengthen the emergence of Mediterranean citizens as decision-makers of their own destiny.

Since its beginning in 2010, this initiative has taken on the challenge of bringing together, in a single forum and around the same principles and values, hundreds of citizens from diverse socio-professional backgrounds and from all Mediterranean countries.

During these ten years of “citizen diplomacy”, the MCAF has forged a tightly woven web of Euro-Mediterranean relations, at the heart of which are the 29 Citizens’ Circles in 19 Mediterranean countries.

STATE OF TENSIONS ON THE EDGE OF THE MEDITERRANEAN: FROM THE QUEST FOR UNITY TO THE RISK OF EXPLOSION

“Sufficient dynamic citizen action must be instilled to compensate for the shortcomings in many areas that concern the peoples of the Mediterranean. »

MCAF. February 2022.

For millennia, the Mediterranean has always conveyed the worst and the best. Throughout its history, like water, it has always been both a source of life and a source of death. Making this geostrategic space unique in the world, by its history, its contribution to civilization and its prospects for the future, a territory of peace, cooperation and progress, is anything but a long calm river.

From the cultural and political heritage that has conquered the world, to the endless wars between historical Empires known around the world, the Mediterranean of the future will face new major challenges in the years to come. The political and institutional will to unite the peoples of the Mediterranean, particularly from the Barcelona process in 1995 to the UPM in 2008, has shown that the project and the will of the States is not enough. It is also necessary to instil sufficient dynamic civic action to compensate for state shortcomings in many areas that concern the peoples of the Mediterranean. Subject to being directly impacted by repeated global crises, the Mediterranean recovers each time, but not without difficulty.

The countries that border it are not only regularly confronted with internal crises but with crises that go beyond the simple geographical and political framework of the latter. These cross-border crises are just as difficult for States to resolve. From Spain to France, via Italy, the Balkans, Greece, Turkey, Lebanon, Israel-Palestine, Egypt, Libya, Algeria, Tunisia, Morocco, each country suffers as much from its own internal turpitude as from the consequences of external crises. This is an opportunity to take an overview of all these Mediterranean coastal countries which must respond for citizens to its growing problems, but which together can be a source of proposals and action for get out permanently. The Mediterranean must be this example for the world, of a complex ecosystem able to meet the expectations of its inhabitants by facing the multiplicity of challenges present in the 21st century: climatic, food, energy, migration, economic, social and political. , aggravated by inequalities.

THE ACM FOUNDATION STATEMENT ON THE SITUATION IN UKRAINE

0

The Mediterranean Citizens’ Assembly Foundation (MCAF), rooted in twenty countries and twenty-nine Mediterranean cities, seeks peace, justice, freedom, dignity and prosperity for all people regardless of their ideas, religious convictions, ethnicity, language and social status.

At the beginning of the year 2022, the outbreak of a new conflict between Ukraine, the republics of Donetsk and Lugansk and the Russian Federation is a threat to peace and coexistence for the peoples of Europe from the Atlantic to the Urals and, of course, for the Mediterranean. The continuation of unresolved conflicts in the Balkans and the Middle East portends the worst scenarios of coexistence for our peoples economically, socially and politically. The migration movements that have already been underway for many years, the obvious creation of an even stronger movement of displaced persons after these events, with the resulting deaths and devastation, are phenomena that are already unfolding, even if they could have been avoided.

The interference of actors outside the region and the role aspired to by NATO, the only surviving military alliance after the Cold War, do not contribute to mitigating the effects of a conflict that has reached its most violent expression in the last few days.

Contrary to what has been highlighted, the accelerated expansion and/or extension of the EU and NATO to the East over the last 30 years has not translated into democratic deepening in the new partners. At the same time, these moves have been perceived as a threat by Russia, whose concern increased proportionally to the EU’s and/or NATO’s rapprochement to its borders.

In the face of these dramatic developments, and in view of its commitment to a world in which the force of reason prevails over the dialogue of arms, the ACM Foundation calls for an immediate cessation of hostilities and a peaceful solution to the current conflict in Ukraine. It calls on the international institutions, especially the European Union, to cease reprisals that affect peace, freedom, coexistence and prosperity of all peoples on both sides of the conflicting borders. In return, it calls on the European Union and its most influential members to deploy all the instruments at their disposal to create the conditions for dialogue and consensus based on reason, peace and the good of the peoples.

As citizens of the Mediterranean we say categorically NO TO WAR!

PEACE IS THE ONLY WAY.
