Conclusions of the 13th Annual Parliamentary Assembly of Mediterranean Plenary Session held in Belgrade

PLENARY SESSION CONSOLIDATES PAM’S UNIQUE LEGISLATIVE HARMONISATION ROLE IN THE EUROMEDITERRANEAN REGION

The 13th Plenary Session of the Parliamentary Assembly of the Mediterranean took place in Belgrade on 21-22 February 2019, hosted by the National Assembly of Serbia.
Some 200 participants, from 26 national parliaments, as well as delegates, experts and guests from regional parliaments, the UN system, WTO, the Council of Europe and other International Organisations, senior members of the Serbian Government, Diplomatic Corps, and representatives of the civil society contributed to the debates that enriched the high-level event. In Belgrade, delegates elected a new PAM Bureau, and Senator Alia Bouran of Jordan has been unanimously chosen to lead the works of the Assembly.

Welcomed by the Minister for Foreign Affairs of Serbia and the Deputy Speaker, PAM delegates engaged in concrete debates and exchanged views and experiences on regional security, political developments, terrorism, economy, climate change, human rights, and migration. They unanimously adopted the six resolutions presented on these themes, and which provide the strategic framework for the activities of the Assembly in the coming months.

The Assembly praised the commitment of PAM delegates, the Secretariat and the special envoys who, operating throughout the region, thanks to a decentralised structure, provide the Assembly with a unique platform to coordinate with political partners, international organisations, the productive sector, academia and civil society. An expanded office in the Grand-Genève; a PAM Euro-Mediterranean Regional Research Center in Naples, hosted by the Campania Region; and a reinforced liaison in Marseille – all at no cost to PAM – will integrate the existing PAM structures. These allow for a rationale and effective use of the available resources: reinforced partnership with the UN and WTO in Geneva; better cooperation with the NATO Southern Hub and the PAM’s own academic projects in Naples, including the forthcoming MEDCOP 2019; as well as for a regular cooperation in Marseille in view of the Sommet des deux Rives and those key academic institutions with which PAM enjoys a strategic partnership in the areas of agri-food sustainability and youth employment, in cooperation with the PACA and Piedmont Regions.

In regards to the evolution of the terrorist threat, the challenges posed by returning / relocating Foreign Terrorist Fighters were identified as critical areas which need a coherent and harmonised legislative action at the regional level. Particular emphasis was placed on Prevention of Radicalization, and it was agreed to establish a special PAM Committee on Terrorism, chaired by Italy, which will also look at the delicate theme of “youth and prevention”, and this segment will be facilitated by France. Delegates reviewed political and military developments in Syria and Libya, and committed to sustain national reconciliation processes. They also pledged to fully support the Israeli-Palestinian negotiations in a spirit of constructive dialogue aiming at a comprehensive peace process, ultimately resulting in the Two-State solution.

On the economy, concern was expressed on the signs of a new recession, and a more active role by the EU was solicited, especially for what concerns SMEs, Startups and vocational training. The dynamic partnership between PAM and WTO was praised and it was agreed to establish a joint WTO/PAM Euro-Mediterranean Parliamentary Forum on Trade and Investment Facilitation, which will benefit from an annual conference to foster commerce and investments. The next joint conference will take place in Geneva hosted by WTO. Delegates also welcomed the new partnership with OECD. On environment, having the PAM rapporteur attended the COP 24 in Poland, the absolute need for countries to implement, at the legislative level, the provisions agreed on in Paris, was emphasised. The Assembly will also work at reinforcing its Panel on Economy.

Concerning Human Rights, delegates reiterated their commitments to foster and guarantee human dignity and rights in the region. Delegates adopted the UN Principles on Parliaments and Human Rights and endorsed a work-plan, which includes a series of annual seminars in Geneva and Strasbourg for PAM MPs to be fully familiar with the regional context and the Universal Periodic Review processes. On the issue of migration, the debate highlighted the global scope of the phenomenon, and recalled the absolute need for humanity, rule of law, burden sharing, and a pragmatic and coordinated approach rooted in shared responsibility, also in light of the different sensibilities expressed by PAM countries in relation to the Global Compact on Migration.

The laureates of the annual PAM Prize included four individuals from Israel, Lebanon and Syria, and a community from Italy, who with their example operate in favour of peace, stability and humanity, and deserve the admiration and gratitude of the entire Assembly.

The MCA Foundation promoted at the ARLEM plenary session its commitment to the Euro-Mediterranean Solidarity Movement with the people in exile

The FACM attends the 10th ARLEM (Local and Regional Euro-Mediterranean Assembly) Plenary in Seville (26-27.02.2019)

At the meeting, the role of municipalities and regions in migration policies  has been underlined, especially the need to increase and improve the participation of institutions that are closer to civil society, both in the definition and in the management of those policies. In this reflection, the representatives of several Euro-Mediterranean public entities begged  at the same time for a better and more decentralized management of the economic resources destined to these policies.

The MCA Foundation has presented and promoted among the participants of the meeting its commitment to the Euro-Mediterranean movement of solidarity with people in situation of exile, project that the MCAF  develops together with their partners AMEL International (Lebanon) and Samu Social International (France).

There has been broad agreement on the need to apply policies regulators of migratory flows with full attention and respect for Human Rights.The meeting was also the occasion to exchange information about the action plans of the MedCités network in which the MCA Foundation is an observer member.

ACM Foundation and Foundation Tres Cultures del Mediterráneo present in Seville the Poetic Anthology of Ibn Khafaja from Alzira

On March 5, the ACM Foundation in collaboration with the Foundation Three Cultures of the Mediterranean presents in Seville the book Poetic Anthology of Ibn Khafaja from Alzira. It is a trilingual edition (Arabic, Castilian and Valencian) that, thirty years after its first edition in Valencia, means a strong commitment to the approach and visibility of the vast Andalusian cultural legacy. The event will be attended by the translator of the work, the writer Josep Piera, member of the ACM Circle of Valencia and the president of the FACM, Vicent Garcés.

Vicent Garcés at the PAM Plenary: “The adopted resolutions will remain on a piece of paper if the citizens can not make them their own”

The ACM Foundation, as an observer member of the Parliamentary Assembly of the Mediterranean (APM), is attending its 13th General Assembly that is being held in Belgrade (21-22 february), at the headquarters of the Serbian National Assembly.

The president of the FACM, Vicent Garcés has intervened in the framework of the third PAM Commission of the on Dialogue of Civilizations and Human Rights in the Mediterranean. Garcés addressed to the parliamentarians coming from all the countries of the region -which is a historical, human, cultural and political space shared by the FACM-, and pointed out “the need for institutional representatives do not forget that their democratic legitimacy comes from the citizens, noting that the FACM practice citizen diplomacy through dialogue, proposal and action “.

Garcés has alluded to the set of resolutions adopted by the PAM warning that “they will remain on a piece of paper if the citizens and peoples can not be made their own, and that the economic and social inequalities that do not stop growing can be reduced”. 

The president of the FACM has denounced the conversion of the Mediterranean into a cemetery and the need for solidarity with migrants and refugees. “More solidarity and less walls; more HH.RR and less racism and xenophobia”.

The FACM has presented to the attendees 4 key projects for the year 2019: 1) the Master in HH.RR in the Mediterranean that develops in collaboration with the Euro-Mediterranean University Institute EMUI; 2) the meeting on cultural heritage in the Mediterranean to be held in October in Naples; 3) the Euro-Mediterranean movement of solidarity with people in exile, to which more than a hundred international organizations have joined; and 4) the VIII ACM meeting that this year will deal with the situation of youth in the Mediterranean. Both the PAM and the FACM have agreed to reinforce the collaboration as they share the analysis and the different proposals from its scope of action.

During the Plenary Session, in the framework of the Standing Committees, PAM parliamentarians were review the reports and vote to adopt the draft resolutions on the priority issues for the Euro-Mediterranean area, among which, political and security developments in the MENA Region, the new threats represented terrorism, economic cooperation and trade facilitation, as well as a draft resolution on climate change, the Global Compact for Migration and the promotion of Human Rights.

ACM Foundation Representatives at the Charta 2020 workshop: Towards the definition of European public goods

Representatives from the Rome and Beirut circles of the Mediterranean Citizen’s Assembly Foundation (MCAF) participated to a workshop at the European University Institute (EUI), in February 2019. They contributed to the drafting of the Charta 2020, together with a wide range of European citizens, journalists, academics, …

Charta 2020 is a European project, presented within the Agora Europe (https://agoraeupoliticalspace.wordpress.com/), aiming at building a European political space and defining 20 European public goods (or objects of political desire). This project has been initiated by Rui Tavares and Caterina Di Fazio.

During the workshop, at the EUI, the representatives of the MCAF circles particularly contributed to the section of the Charta 2020 dedicated to migrations. Within this framework, they provided a wide range of inputs including the values promoted by the Euro-Mediterranean Movement of Solidarity with Persons in Exile, in particular the importance of having a human rights-based approach, when it comes to migrations, based on the European pillars of dignity, solidarity and humanity. ACM Foundation and its ACM circles from m Palestine, Beirut, Thessaly, Cyprus and Rome are part of the Euro-Mediterranean Movement of Solidarity with Persons in Exile, launched by Amel Association International (www.amel.org) and Samusocial International (https://fundacionacm.org/en/2018/06/05/launching-of-the-euro-mediterranean-movement-of-solidarity-with-people-in-exile/).

As for the Charta 2020, the MCAF circles representatives are currently contributing to its finalization. They will join the Charta’s launching event, in March 2019, in Brussels. The Charta 2020 will then be sent for signature to all the candidates for the European elections which will take place in May 2019.

The Charta 2020 and Agora Europe processes are key contributions in the development of a Euro-Mediterranean citizenship, which is one of the missions of MCAF. ACM Circle of Valencia and the ACM Foundation launched Virginia Luque’s book: “The legacy of Al-Andalus

The ACM Circle of Valencia and the ACM Foundation organized the presentation of Virginia Luque’s book: “The legacy of Al-Andalus. The Andalusian and Moorish inheritance in the Maghreb “, a book that describes the contributions and cultural influences of Andalusians in the Maghreb, a legacy that has influenced architecture, urbanism, craft traditions, artistic manifestations, language, gastronomy, music, … works and thinking that continue to evolve. This activity counted with the collaboration of the History Museum of Valencia. They accompanied the author at the presentation ceremony Javier Martí, Director of the History Museum of Valencia; Josep Vicent Lerma, curator of the exhibition “L’argila de la mitja lluna”; Antonio Chaves, responsible for programming of the Three Cultures of the Mediterranean Foundation and the ACM Foundation director, Lola Bañon.

 

El día 20 de febrero, a las 19 h., la Fundación ACM organizó la presentación del libro de Virginia Luque Gallegós: “El legado de Al-Ándalus. La herencia andalusí y morisca en el Magreb”,  un libro en el que relata las aportaciones e influencias culturales andalusíes y moriscas en el Magreb, todo un legado que ha influido en la arquitectura, el urbanismo, las tradiciones artesanales, las manifestaciones artísticas, la lengua, la gastronomía, la música, …  obras y pensamiento que continúan evolucionando.

Esta actividad se hizo con la colaboración el Museo de Historia de València.

Acompañaron a la autora en el acto de presentación Javier Martí, Director del Museo de Historia de València; Josep Vicent Lerma, comisario de la exposición “L’argila de la mitja lluna”; Antonio Chaves, responsable de programación de la Fundación Tres Culturas del Mediterráneo y  Lola Bañon, directora de la Fundación Asamblea de Ciudadanos y Ciudadanas del Mediterráneo.

Como señaló la autora de la obra, “El legado de Al Àndalus es la herencia asociada a ciudades, paisajes, calles, infraestructuras, arrabales, mezquitas, santuarios, técnicas y artesanías. También un legado de rituales, tradiciones familiares, músicas, alimentos, actividades agrarias, manifestaciones artísticas, creencias, saberes, obras y pensamientos que evolucionan más allá de ámbitos meramente acotados. No sólo como un patrimonio tangible de las tierras donde éstos se asentaron sino como herencia viva, símbolo y evocación en el mundo arabo islámico.” Gracias a todos los ponentes de la mesa, a la autora, y en especial al Museu d’història de València por la cálida acogida del evento.

In memoriam: Paul Balta

Our thoughts are with the family, with our dear Claudine Rulleau, friends and members of the ACM Foundation network for the great loss of our master and an intelectual referent for the Mediterranean, our honorary member, Paul Balta.

The ACM Foundation promotes the project “Education in Human Rights as a tool for the inclusion of refugees”

The Mediterranrean Citizens’ Assembly Foundation (FACM) promotes an innovative project that focuses on education as a tool for the empowerment of refugees. The objective is to draft a proactive guide that includes good inclusion practices. This manual will be written from the perspective of the refugees themselves who participate in the project and may be used by public administrations, civil organizations and institutions, and in which axes such as immigration and refuge will be addressed; training and employment; sustainable development; gender and promotion of the culture of peace. The initiative has the support of the Spanish Ministry of Foreign Affairs, U.E. and Cooperation.

 

La proposition de l`inclusion et de la promotion des droits humains, plus concrètement des personnes réfugiées  sont souvent envisagés en marge des propres affectés. C´est pour cette raison que le projet a un double objectif l´autonomisation des personnes réfugiées que  suivent ce projet à travers la reconnaissance de leurs propres droits. Le deuxième pilier de cette initiative est de créer une publication de caractère propositif qui réunisse les bonnes pratiques de l´inclusion depuis la perspective des  personnes réfugiées.

Le Président de la Fondation ACM, Monsieur Vicent Garcés remarque que : « environ 500 millions de personnes vivent aujourd’hui dans une Méditerranée sanctionnée par la crise économique et par les instabilités politiques  qui dans les cas les plus extrêmes continuent  de provoquer des guerres. 60 % de cette population sont des jeunes de moins de 30 ans. Normalement les propositions politiques et sociales proviennent de forum étranger à la propre expérience des réfugiés. C`est pour cela qu´il est impératif d´écouter les propositions et les visions des propres protagonistes afin de créer un nouveau cadre de politique migratoire dans toute la région.  Cette publication suivra les principes et les valeurs recueillis dans l´Agenda 2030, apportant ainsi des réflexions et des propositions  aux défis posées dans les objectifs de développement durable. »

L´exécution du manuel sera codirigée par un ample comité de scientifiques composé d´experts, académiques et membres de diverses institutions publiques et privées lesquels mettront en commun  avec les participants de ce projet les principaux axes thématiques.  Ce document será distribué aux divers organismes de la société civile des deux côtés de la Méditerranée à travers les cercles de la Fondation ACM, aux réseaux des universités et des organismes avec lesquels nous avons établi une convention, ainsi qu´aux différents medias de communication.
