3 days in Parma, organized by Agora Europe, with the participation of MCAF circles: Discussions towards South North cooperation for dignified migrations

From May 17 to May 20, representatives of Beirut and Roma circles of MCAF participated to an event, organized by Agora Europe: the “3 days in Parma”.

This event, which included discussions and artistic performances, was an opportunity for the representatives to reiterate MCAF support to the Charta 2020, a Manifesto identifying 20 public goods.

In particular, the members of the MCAF circles of Beirut and Rome contributed to an Agora on migrations and transnational paths, highlighting the need to recognize, promote and disseminate, at the European and Mediterranean levels, the migration public goods, to preserve the solidarity networks reinforced by Agora Europe and to reinforce the participation of all citizens, affected by the crisis in the Mediterranean region, to the Agora Europe, to voice their vision of the future of Europe and the region.

Agora Europe is a permanent and itinerant agora to discuss the future of Europe and the potential of each country to reshape the European political space, co-founded by Caterina di Fazio, Nadia Urbinati and Étienne Balibar.

The Charta 2020 and Agora Europe are also an essential space, for MCAF and its circles, to continue their actions, supporting the the Euro-Mediterranean Movement and the Manifesto of solidarity with Persons in Exile, initiated by Amel Association International, and launched in Rome, in June 2018.

27 April: the MCA Foundation mobilizes the young people of its MCA circles in eight Mediterranean countries for a collective day to clean up our coasts

A call for the fourth consecutive year aims to consolidate a day of Mediterranean youth committed to the environment.

The initiative, which has the sponsorship of the Mediterranean Citizens’ Assembly Foundation (FACM) is part of Young Mediterranean Ctizens Atellier (AJCM) and promotes a collective action of committed young people throughout the Mediterranean . This edition participated the ACM Circles of Beirut, Tirana, Podgorica, Marseille, Rabat, Casablanca, Larache and Tunisia.

One more year, the ACM Foundation has supported the Mediterranean Youth Day as a result of its commitment to the defense of the environment. On April 27, the young people of many Mediterranean countries staged an important joint action to clean beaches in order to call attention to the urgent need to protect one of the most polluted and populated seas in the world. The 2019 edition has been organized by the French entity Tétes de l’Art in collaboration with the ACM Foundation, the ACM Circle of Marseille, the association Citoyennes de la Terre, and the association 15-38 Méditerrrannée. The project has been sponsored by the French region of Provence sur-Alpes-Côte d’Azur and the FACM.

Born in 2014, this edition aims that the action goes beyond the simple call of attention on the pollution of the beaches. It is proposed that the date of April 27 be a reference for the commitment of the Mediterranean youth to the defense of the environment and against climate change. Throughout that day, hundreds of young people from different countries have contributed to make the beaches of their cities more livable and clean, but they have also shared workshops, have known the work of local associations dedicated to the protection of the environment and have known young people from other countries in the Mediterranean basin with their same concerns.

The first day was held in 2016, promoted by the ACM Circle of Marseille, which mobilized young people from Tunisia and Nice. It was a symbolic action that from the first moment had the support of the ACM Foundation. The next edition was much more ambitious and the FACM Circles network allowed to extend the initiative, from the citizenship, to all the confines of the Mediterranean.
Cooperation and mainstreaming has continued to characterize this initiative, which this year has marked its objective: to maintain time as a day of Mediterranean youth in defense of the environment.
Young people from north, south and east of the Mediterranean have contributed their commitment and collective work. In addition, complementary activities such as theater, citizen journalism or audiovisual workshops have strengthened awareness of the environment and the future of the peoples of the Mediterranean.

World book day: “The pen is the language of the soul”

Miguel de Cervantes disait que « La plume est la langue de l’âme ». Dans la Fondation ACM, à l’occasion de la journée mondiale du livre nous avons eu la chance de partager de nombreux ouvrages de notre réseau de cercles et des collaborateurs qui ont écrit de l’âme. Depuis l’analyse et l’actualité, en passant par la poésie, les romans, la philosophie, l’art ou les contes populaires, à travers ce lien commun du langage de l’âme méditerranéenne.

  • 67 activités réalisées, 28 cercles citoyens, 20 pays: RÉSUMÉ DES ACTIVITÉS DE LA FACM 2018 Tout au long de l’année 2018, la FACM a renforcé tant son réseau que sa présence institutionnelle, comme membre du Conseil Social  de l´Université Euro-Méditerranéenne (EMUI), membre observateur de l´Assemblée Parlementaire de la Méditerranée (APM), et de   l´organisation MedCities (Réseau Méditerranéen des Villes), du réseau SDSN (UN Réseau de Développement Durable). Dans ses différents axes de travail, la FACM initie des projets internationaux avec des fonds privés et publics. De cette façon elle agit et se positionne comme un acteur qui favorise la stabilité et la paix en Méditerranée et défend  les droits humains et les libertés dans la région.
  • Pays du Golfe : Les dessous d’une crise mondiale (Armand Colin, 2019). Le Politologue Sébastien Bossois, membre du Conseil Consultatif de la Fondation ACM publie son dernier livre sur la position des pays du Golfe dans le cadre géopolitique actuel.
  • Périls imminents en Méditerranée (Ed. Aube, 2019) Jean-François Coustillière est né à Bizerte (Tunisie). Amiral, il a exercé sur le théâtre aéronaval de Méditerranée ou du Proche et Moyen-Orient. Il préside l’association Euromed-IHEDN (Institut des hautes études de la défense nationale) et membre du Conseil consultatif de la FACM.
  • De València al Mediterrani, Mostra, Trobada i Encontres 1980-1990 (CVC, 2018). L’auteur Vicent Gregori passe en revue la réalité culturelle et sociale du projet municipal qui a transformé Valence en un forum intellectuel et culturel de la région méditerranéenne. Une monographie éditée par le conseil municipal de València en collaboration avec l’Assemblée des citoyens de la Méditerranée (FACM), le conseil de la culture valencienne et l’association Mostra Viva del Mediterrani.
  • Ciao Glibettes et Poules Sussex (2018) . Frederique Olivier Ghauri, membre du cercle ACM de Nice. Le destin d’une famille en Méditerranée à travers quatre générations et quatre pays.
  • Quaderns de la Méditerranée  sur le patrimoine culturel et sur la guerre. Le numéro 27 de #QM traite des questions liées auxidentités et au patrimoine culturel (mars, 2019).
  • La Citoyenneté Méditerranéenne en mouvement 2010-2016. Six années d’action de l’Assemblée  des Citoyens et Citoyennes de la Méditerranée (FACM, 2017)
  • Ibn Khafaja d’Alzira. Antologia poètica   (Consell Valencià de Cultura, 2017)La réédition trilingue (arabe, espagnol et valencien) d’une œuvre éditée pour la première fois il y a précisément 30 ans et qu’aujourd’hui constitue un pari pour le rapprochement et la visibilité d’un très vaste héritage de la culture andalouse. La Fondation ACM Assemblée de Citoyens et Citoyennes de la Méditerranée a participé à cette réédition trilingue dont la traduction espagnole est réalisée par Mahmud Sobh, et la version en valencien, par l’écrivain et membre du Cercle de València de l’ACM, Josep Piera.
  • Gaza : dans les coulisses du mouvement national palestinien (2017)  | Hassan Balawi Réédition en langue arabe de « Gaza : dans les coulisses du mouvement national palestinien » de Hassan Balawi, député palestinien et membre du Conseil Consultatif de la Fondation ACM. La tragédie qui a frappé la bande de Gaza pendant 22 jours à la charnière des années 2008-2009 rend le livre de Hassan Balawi, membre du Conseil consultatif encore plus nécessaire à la compréhension des dynamiques politiques qui affectent la région.
  • Turkey and Transatlantic Relations (CTR, 2017)  |  Aylin Unver Noi et Sasha Toperich. Ce volume d’Aylin Unver Noi, membre du Conseil d’Administration de la FACM, en collaboration avec Sasha Toperich, se concentre sur le passé, le présent et l’avenir des relations entre la Turquie et ses partenaires transatlantiques, l’accent étant mis sur l’histoire, sur l’impact des développements actuels qui touchent la Turquie, en particulier après le coup d’état avorté en juillet dernier et qui touchent aussi ses voisins et la politique intérieure et étrangère de la Turquie.
  • « L’heure de la Transition Agricole et Alimentaire a sonné. Réveillons-nous!». Le nº25 de la revue Quaderns de la Mediterrània de l’IEMed (novembre, 2017) dans laquelle le président de la Fondation ACM, Vicent Garcés, a écrit sur la transition agricole et alimentaire dans la région méditerranéenne est désormais disponible. Soixante associations et institutions se sont adhérées à une proposition de la Fondation ACM.
  • Contes populaires des Roms [Παραμύθια των Ρομά]  |  Rita Spanouli (Nisides, 2017). La sociologue et anthropologue Rita Spanouli, membre du Cercle ACM, en collaboration avec Giorgos Lepeniotis. Un livre d’histoires qui est compilé pendant 30 années dans plusieurs colonies de population Rom de Grèce. Les histoires se présentent comme elles nous sont racontées, précisent les auteurs.
  • La Unión Europea. Historia de un éxito tras las catástrofes del siglo XX | Ricard Pérez Casado (Universitat de València, 2017)L’histoire de l’Union européenne n’a jamais été facile et il y a eu beaucoup d’inconvénients, d’angoisses, de bonds en avant et de revers qui ont façonné la situation critique dans laquelle nous vivons aujourd’hui. Ricard Pérez Casado est docteur en histoire, ex- maire de Valencia/Espagne, et membre du Conseil consultatif de la Fondation ACM.
  • La Méditerranée – Berceau de l’avenir | Paul Balta et Claudine Rulleau (Éditions MILAN, 2006) Paul Balta ÉTAIT ancien jounraliste du Monde, directeur honoraire du Centre d’études de l’Orient contemporain à la Sorbonne, et Claudine Rulleau, écrivain et journaliste,  ils ont consacré plusieurs ouverages au monde arabe et à l Méditerranée. Ils sont membres d’ honeur de la Fondation ACM.

EURO-MEDITERRANEAN REGIONAL AND LOCAL ASSEMBLY

Recommendations for 2019

Adopted at the 10th ARLEM Plenary session on 27 February 2019 in Seville, Spain with the intervention of ACM Foundation

Political and economic stabilisation in the Mediterranean region is a key priority for the Union for the Mediterranean, the European Union and the Euro-Mediterranean Regional and Local Assembly (ARLEM). Political challenges include ensuring effective democratic governance, developing the rule of law and ensuring respect for human rights. In the perspective of the United Nations’ 2030 Agenda for Sustainable Development and the Sustainable Development Goals which lie at its core, the active commitment and the concrete contributions of regions and cities are needed to end poverty, protect the planet from degradation, ensure prosperous and fulfilling lives and foster peaceful, just and inclusive societies.

Bringing together local and regional authorities (LRAs) from the three shores of the Mediterranean in a joint assembly, ARLEM’s role is to promote a multilevel approach in the European neighbourhood policy (ENP) and the territorialisation of the Euro-Mediterranean sectoral policies, bringing them closer to the people, and providing support for decentralisation, stressing the link between political decentralisation and territorial development.

The Union for the Mediterranean (UfM) can support the cooperation between the EU and its southern neighbouring partners. Furthermore, the UfM has proved to be a valuable forum for political and economic discussion, providing a framework for cooperation on issues of common interest in the region. ARLEM can support the cooperation between the EU and its southern neighbouring partners on a local and regional level.

ARLEM RECOMMENDATIONS FOR 2019

Migration

1. ARLEM maintains that international migration, if properly managed, can contribute to the socioeconomic development and recommends closer coordination between different levels of governance (local, national and international), including civil society organisations. As ARLEM countries on the three shores of the Mediterranean are simultaneously, to different degrees, countries of origin, transit and destination, their local authorities shall be helped in managing both imminent emergencies and medium- to long term integration. Local and regional authorities aim to ensure overall well-being in their territories through inclusive public policies directed towards all inhabitants, especially the most vulnerable including migrants.

2. ARLEM recommends that LRAs are given a greater say when immigration, asylum and integration policies are drawn up, and that LRAs in the Euromed region develop networks and instruments for cooperation and sharing best practices on various aspects of migration management (integration, social inclusion, employment, refugee protection, prevention of irregular migration, voluntary return programmes, etc.) and have direct access to funds.

3. The importance of the policies aimed at “circular migration” should be better underlined. In addition, effective and sustainable return policies, which fully respect the rights of migrants and destination countries, should be promoted.

Political future and better governance

4. Following the adoption of the report on “governance and transparency in the Mediterranean region”1 ARLEM calls for more decentralisation in the region because it can address the issue of large-scale distrust in the government. Transparency is easier to achieve at a local level, close to the citizens, and projects at this level are more visible for the local community. With local level empowerment, citizens can become involved in the deliberative processes, while public officials can be held accountable for the end results and benefits of their actions.

5. For local authorities to be able to make a meaningful difference, local budgets should be increased, encouraging the development of fiscal collection capacity from investments and development projects, and asserting ownership over the quality of goods and services provided.

6. ARLEM stresses the importance of territorial development and capacity building of local authorities, with the “Nicosia Initiative” as an example of decentralised cooperation building up partnership with a bottom-up approach.

Sustainable economic development

7. As stated in the report on “youth entrepreneurship in the Mediterranean”2, job creation is a pressing priority in the Euro-Mediterranean region. In North Africa for instance, youth unemployment reached almost 30% in 2017, more than double the world average. ARLEM calls on intergovernmental organisations, in particular the EU, the UfM and the UN to recognise youth entrepreneurship as a key factor in economic development in the Mediterranean region.

8. With the ARLEM Award: Young local entrepreneurship in the Mediterranean, the assembly contributes to showcase a successful example of young entrepreneurship in the Mediterranean region as an inspiration to others, demonstrate the positive impact that local and regional authorities in Mediterranean partner countries can have on the entrepreneurial ecosystem and highlight how young entrepreneurs in Mediterranean partner countries actively take the future in their hands and create jobs for local economic development, thus establishing a positive narrative.

9. ARLEM calls on the Mediterranean region’s central governments to involve local authorities more in development of business friendly strategies and to develop smart specialisation strategies to help create synergies in key areas for local and regional development.

10. ARLEM recommends promoting the role and participation of women in the labour market and supporting legislative reforms on female entrepreneurship development. A particular attention should be paid to social and family legislations.

11. Concerning the envisaged merger of several EU external action instruments into the proposed Neighbourhood, Development and International Cooperation Instrument (NDICI) in the EU’s next long-term budget period (MFF 2021-2027), ARLEM underlines that a long-term perspective and predictability have to be maintained in the EU cooperation with its Mediterranean partner countries, including at the sub-national level. In particular, the EU assistance to and cooperation with LRAs from Mediterranean partner countries must not suffer in financial or organisational way as a result of increased flexibility in allocation of financial and other resources between the various geographic and thematic programmes. To ensure this, ARLEM requests that a specific programme with an adequate budget directly allocated to projects for regional and local authorities be included under the thematic pillar of the instrument.

12. Increased economic integration must be pursued as an enormous lever to better harness the potential of the Mediterranean region. To this end, the further spread and development of useful tools such as cross-border cooperation programmes and the European Groupings of Territorial Cooperation would provide a positive perspective.

13. ARLEM recommends that cities and regions in the Mediterranean region further commit to enhanced action on climate, notably through the Global Covenant of Mayors, to which ARLEM expresses its full support.

14. ARLEM will continue to participate to the works of the UfM Regional Platform on Sustainable Urban Development.

The MCAF participates in the drafting and launching in the European Parliament of the #Charta 2020

The MCAF participated this March 18. in the drafting and launching in the European Parliament of the #Charta 2020, a Manifesto for an Europe based on solidarity.

The Charta 2020, a European project presented in the framework of Agora Europa, is a manifesto on European integration that enumerates 20 public goods essential to reshaping any future European political space. The representatives of our MCA circles of Beirut and Rome participated in the drafting of this manifesto.

Representatives from the Rome and Beirut circles of the Mediterranean Citizen’s Assembly Foundation (MCAF) already participated to a workshop at the European University Institute (EUI), in February 2019. They contributed to the drafting of the Charta 2020, together with a wide range of European citizens, journalists, academics, …

Charta 2020 is a European project, presented within the Agora Europe (https://agoraeupoliticalspace.wordpress.com/), aiming at building a European political space and defining 20 European public goods (or objects of political desire). This project has been initiated by Rui Tavares and Caterina Di Fazio.

During the workshop, at the EUI, the representatives of the MCAF circles particularly contributed to the section of the Charta 2020 dedicated to migrations. Within this framework, they provided a wide range of inputs including the values promoted by the Euro-Mediterranean Movement of Solidarity with Persons in Exile, in particular the importance of having a human rights-based approach, when it comes to migrations, based on the European pillars of dignity, solidarity and humanity. ACM Foundation and its ACM circles from m Palestine, Beirut, Thessaly, Cyprus and Rome are part of the Euro-Mediterranean Movement of Solidarity with Persons in Exile, launched by Amel Association International (www.amel.org) and Samusocial International (https://fundacionacm.org/en/2018/06/05/launching-of-the-euro-mediterranean-movement-of-solidarity-with-people-in-exile/).

As for the Charta 2020, the MCAF circles representatives are currently contributing to its finalization. They will join the Charta’s launching event, in March 2019, in Brussels. The Charta 2020 will then be sent for signature to all the candidates for the European elections which will take place in May 2019.

The Charta 2020 and Agora Europe processes are key contributions in the development of a Euro-Mediterranean citizenship, which is one of the missions of MCAF. Within this framework, the participation of MCAF circles allows citizens to shape the future of the region and to engage with politics on different priorities including migrations, environment, culture, economy, …

The MCA Foundation finalizes the realization of its project “Human Rights Education as a means of inclusion of refugee people”

On March 13th, the FACM organized a workshop at the Museum of History of Valencia (MHV) for the elaboration of an inclusion guide for refugees. The Foundation Assembly of Citizens and Citizens of the Mediterranean (MCAF) organized on March 13 a day-Workshop in the Museum of History of Valencia (MHV), within the framework of “Education in human rights, as a means of inclusion refugees »

After several preparatory meetings, this day-workshop was the last working meeting for the drafting of an inclusion guide for refugees, A publication based on the views of the refugees addressing the main issues that affect them. The project was initiated by the Mediterranean Citizens Assembly Foundation (MCAF) and received support from the Ministry of Foreign Affairs.

The MCAF is a network that promotes dialogue, proposal and citizen action. The MCA Foundation promotes the democratic values ​​of freedom, peace and respect for diversity, as well as respect for the environment in the Mediterranean. The MCAF is committed to the emergence of a Mediterranean Community of Peoples.

The day-workshop was presented by Mr. Vicent Garcés and Mrs.Lola Bañon, respectively President and Director of the Foundation, and brought together refugees from both genders, NGOs and experts on migration issues of various citizenships, as well as representatives of the main organizations who work directly or are involved in helping refugees (CAR-Mislata, CEAR, Cruz Roja, ACNUR, UNRWA, Universitat de Valencia, etc.)

The guide book, which will provide legal, sociological, educational, cultural and other information and recommendations, will be published soon and will be available to the general public in a few weeks. This workshop, which took place at the MHV, reinforces the MCAF area of work on multiculturality and cohabitation together with all the actors and entities involved in the Project.

Tornar a Sevilla

Aquests dies passats he estat a Sevilla, convidat per les fundacions ACM i Tres Culturas a presentar la reedició de l’Antologia poètica d’Ibn Khafaja d’Alzira. Aquesta presentació sevillana estava preparada de fa temps, però els daltabaixos polítics haguts a Andalusia, probablement, l’han anat retardant. En qualsevol cas, l’acte ha tingut rellevància simbòlica, entre altres coses perquè ha estat possible pel patrocini de les entitats cíviques esmentades, i per haver mostrat a Sevilla el valor del nostre patrimoni poètic.

Feia molt de temps, ja dic, que no tornava a Sevilla, la capital andalusa on tot, abans, era una «maravilla», no sols per la rima i per la pluja. Aquests dies passats, si més no, encara no havia arribat la primavera florida i el cel tenia un to grisós que a penes si deixava caure quatre gotes sobre l’asfalt. L’organització havia reservat un hotel a la vora del riu, potser en homenatge al poeta d’Alzira, per al qual el paradís havia d’estar necessariament a tocar d’un riu, per sentir-ne les fragàncies i les humitats més plaents. Sevilla, tanmateix, semblava apagada, tot i que la gent es mostrava amable, somrient i també alegre.

Per a mi, si més no, la presentació d’aquesta antologia trilingüe (àrab, valencià i castellà) en la biblioteca de la fundació Tres Culturas -creada per a mostrar i vindicar les tres tradicions culturals antigues, altrament dites «les tres tradicions llibresques» -digam-ne la llatina-cristiana, l’àrab-musulmana i l’hebrea-jueva- l’he sentida com una fita fraternal o de germanor cultural que tant de bo poguera obrir noves vies de diàleg i de pluralitat en el futur. Una esperança que a alguns podrà semblar ingènua en aquest temps de crispació, de banalitats, de guirigall mediàtic quan no de retòriques inquisitorials.

Una esperança o desig de civilitat que m’agradaria viure i veure florir -que no florir-se- en aquest futur primaveral. Una esperança en el diàleg necessari, de respecte mutu, que ens permeta somiar idees noves des de l’entesa a tots aquells i aquelles que volem viure en pau i en llibertat en la pell de brau que deia Salvador Espriu, en aquella Sefarad, l’Andalus, Hispània plural o Ibèria de tots. Bells somnis de poetes? Potser sí. Però ja em direu on anirem a parar si no sabem fer reals els somnis dels poetes. Dels poetes que canten en llengües diverses amb la voluntat d’entendre’s, de compartir esperances, alegries, fantasies, il·lusions, memòries… Ja em direu, lectors, quin sentit té la vida sense bells somnis.

Este artículo ha sido publicado en el diario Levante-EMV tras la presentación de la antología poética en edición trilingüe de Ibn Khafaja de Alzira en la sede de la Fundación Tres Culturas del Mediterráneo en Sevilla. Un acto que se celebró el pasado 5 de marzo organizado por la Fundación ACM y la Fundación Tres Culturas, y  en el que estuvo el escritor, acompañado del presidente de la FACM, Vicent Garcés y del director de proyectos de Tres Culturas, Antonio Chaves.
